Audit & Reporting
Ndevr Environmental provides audit and reporting services for both mandatory and voluntary environmental programs including the:
- National Greenhouse and Energy Reporting (NGER) Scheme;
- Emissions Reduction Fund (ERF);
- National Pollutant Inventory (NPI);
- National Carbon Offset Standard (NCOS);
- Victorian Energy Efficiency Target (VEET);
- NSW Energy Savings Scheme (ESS); and
- Renewable Energy Target (RET) including Exemption Certificate Applications.
We are one of the only specialist environmental service providers that are members of the three largest regulated carbon and energy audit panels - the Australian Government's Clean Energy Regulator (NGERs, ERF, RET), the NSW Independent Pricing and Regulatory Tribunal (iPART - ESS, NSW), and the Victorian Government's Essential Service Commission (VEET).
Director Matt Drum is one of the most highly accredited and experienced Registered Greenhouse and Energy Auditors (RGEAs) in Australia, and Sydney Principal Philip Link is one of the most active auditors under the ESS. Supported by our dedicated team of accredited audit specialists, we have worked across all sectors of the carbon economy, from land based sequestration projects to commercial lighting upgrades
NATIONAL GREENHOUSE AND ENERGY REPORTINGWe are registered Auditors under the National Greenhouse and Energy Reporting Act 2007 and provide assurance in compliance with the National Greenhouse and Energy Reporting (Audit) Determination 2009, as well as ASAE3000 and ASAE3410 for clients wishing to undertake voluntary audits as part of their risk control and governance measures, or those required to do so under national legislation.
We also offer a range of support services depending on your business’ needs. These include:
- in-house secondment services to collate NGERs inventories;
- support and verification on collated inventories; and
- reasonable or limited assurance audit services.
THE NSW ENERGY SAVER SCHEME & VICTORIAN ENERGY EFFICIENCY TARGET
The NSW Energy Saver (ESS) and the Victorian Energy Efficiency Target (VEET) schemes incentivise investment in energy saving activities. Both schemes make provision for the creation of certificates linked to the energy savings achieved by participating entities. Mandatory participants are required to surrender a specified number of these certificates per annum.
Ndevr Environmental are experienced panel members of both schemes and conduct rigorous, efficient and cost-effective audits under both programs.

NDEVR CARBON REDUCTIONS
Ndevr Carbon Reductions is an affiliated business headed by one of Australia’s most experienced project developers. Ndevr Carbon Reductions monetises carbon savings under the ERF and renewable energy generation under the Renewable Energy Target.
The time and costs of navigating complicated ERF abatement methods, administering applications, reporting and auditing, bidding at auction and contracting with the Government are significant barriers to participation in the ERF. For this reason, Ndevr Carbon Reductions offers the market a lower risk end-to-end ERF solution by acting as the ERF participant instead of your company. This service is delivered without upfront fees with a reduced delivery risk.

EMISSIONS REDUCTION FUND
The $2.55B ERF is the centrepiece of the Australian Government’s response to meeting our emissions reduction target. As an expanded version of the Carbon Farming Initiative (CFI), the ERF, which is administered by the Clean Energy Regulator (CER), presents opportunities for the land sector and industry to create Australian Carbon Credit Units (ACCUs) through abatement projects and to monetise these ACCUs through an auctions process. Possible abatement projects include Industrial Energy Efficiency; Transport; Waste and Wastewater Treatment; Commercial Buildings; and Coal Mine Waste Gas.
Our experience in this space as auditors and advisors, coupled with our specialist engineering capability, sees us ideally placed to guide our clients through the end-to-end ERF process. We provide the following services:
- Project feasibility & advisory support: We conduct eligibility and feasibility assessments, develop abatement schedules and prepare ERF Project Registration documentation on behalf of our clients.
- Project development: We can assist with the internal approvals process, briefings, registration and reporting and develop bidding strategies through Ndevr Carbon Reductions.
- Auditing services: As auditors, our experienced team of specialist ERF auditors and policy analysts have helped assure the validity of millions of ACCUs issued by the CER across a range of sectors.
Contact us to find out more about the ERF and other funding opportunities for your business.
RENEWABLE ENERGY TARGET
The Renewable Energy Target encourages the generation of electricity from renewable resources by imposing a duty on Liable Entities, such as Electricity Retailers, to purchase and surrender Generation Certificates. Liable Entities undertaking Energy Intensive Trade Exposed (EITE) activities are eligible to receive exemption certificates.
Ndevr Environmental can provide the required audit services to accompany an Exemption Certificate Application.
Our specialists are also experienced in conducting pre-feasibility and detailed feasibility studies for solar projects, as well as assisting our clients navigate power purchase agreements (PPAs).
Ndevr Carbon Reductions can also monetise renewable energy certificates for large scale generators above 100kW capacity.
NATIONAL CARBON OFFSET STANDARD
Organisations that wish to become carbon neutral under the Australian Government’s National Carbon Offset Standard (NCOS) require their baseline application and biennial reports to be audited. We are experienced practitioners in the NCOS space undertaking audits, feasibility studies and carbon measurement, reporting and reduction activities under the scheme
ISO14001 - MANAGEMENT SYSTEM
The ISO14001 Environmental Management System (EMS) provides practical tools for companies and organisations looking to manage their environmental responsibilities. The application of an EMS within an organisation is associated with a range of benefits, including an improved understanding of environmental responsibilities and legal obligations, the ability to monitor and control environmental impacts, cost savings and demonstration of an organisation’s corporate responsibility to customers.
The most recent iteration of this Standard (ISO14001:2015) places increased emphasis on leadership, strategic planning, consideration of sustainable resource use and climate change risk management, communication, and a lifecycle thinking approach. Organisations have three years to transition to the new standard
Ndevr Environmental’s trained experts can assist your organisation with the implementation of the ISO14001 management system by:
- Undertaking a desktop review of existing policies and procedures including conducting a gap analysis against the ISO14001 standard;
- Assisting with the identification of your organisation’s legal requirements;
- Providing on-site assistance and support during certification audits; and
- Participating as an auditor in your organisation’s internal audit program.
